Fuel atomization is not quite a simple science. In the case of a carb it is dependant on pressure differential, mechanical shear and fuel emulsification.
A strong booster signal is a good start as this allows a greater quantity of air to be used in the emulsion well to aid fuel atomization. Also fuel shear such as deliverd by a stepped booster can play a significant part. The list is long but overall you are correct in your assumtion that the cooler the charge the more the fuel needs to be finely atomized.
