Regarding your second topic, that is a VERY good question! Cup cars would definitely get better fuel mileage under cautions if they ran a vacuum advance.

Frankly, I think a lot of the teams are "set in their ways" and very resistant to change. I would be willing to bet that if one team ran a vacuum advance, it wouldn't be long before they won a race on fuel.
