If the pressure head is roughly the same at each valve the velocity should also be roughly equivalent. If my thinking is right the difference in kinetic energy between the two ports is caused by the mass flow rate difference. That being said maybe thinking of the bias between the two ports as a difference in energy as opposed to flow may be beneficial.
